The Communities Secretary Greg Clark has confirmed the Government is going to "take a step back and review" changes to disability payments.
He told Good Morning Britain: "Clearly a lot of people feel that it needs to be looked at more closely before it's implemented."
Mr Clark said Mr Duncan Smith "was a good friend, he is a good friend, and always will be a good friend", but added that he had hoped he would continue his work as Work and Pensions Secretary.
Questioned further on the crisis within the party, he said: "Well, I don't think it should be civil war at all because actually Iain and the Prime Minister and the Chancellor have worked very successfully together over the years, for example, to get more people into work than ever before."
Mr Clark said there is no point in "scrapping with each other" when there is an "important job" to do.

David Cameron will today mount a "passionate and powerful" fightback against Iain Duncan Smith as he attempts to regain control of the Tory party amid its deepest crisis for two decades.
Senior sources say Mr Cameron will use a Commons statement about last week's EU summit on migration to launch a defence of his record, in the wake of Mr Duncan Smith's resignation.
It comes as the new Work and Pensions Secretary Stephen Crabb is expected to tell the Commons in a statement that the curbs to the Personal Independence Payment (PIP) have been abandoned.
The Prime Minister will use a Commons appearance this afternoon to defend his record as a "compassionate Conservative" who has "done the right thing for Britain" after Mr Duncan Smith resigned and accused him of putting wealthy Tory voters ahead of Britain's working poor.
